Deal or no deal

Sould we negociate with terrorists? As ISIS kills yet another American hostage, people are wondering if our policy on not negotiating is worth it or not. Think of this. Other countries do give money for hostages. Now, does it realy make sense? I mean the terrorists are probably laughing at the ones that pay out. It encourages them to do more hostage taking. The money spent on the release of the hostages tend to go to fund the terrorists activities. Therefore they enjoy getting money off other countries. The US however, rarely negotiates. Yet, the terrorists still take Americans hostage in hopes we will negotiate. So is it realy worth negotiating? President Obama is looking into the issue and will post his or his commissions findings soon. It is an issue that is most critical if we are to discourage ISIS from taking hostages.
